Politics is inherently violent. We normalize the violence by dressing the enforcers in uniforms, but the taking of people's time or possessions by force is violent.

Classical Liberalism, now often called Libertarianism, views force as the absolute last resort when communication had ended and the counterparty had begun using violence. I rather liked General Colin Powell's corollary doctrine of warfighting: If you find yourself in a war, you cannot assume your enemy is rational. Either withdraw to a position you can hold by force or advance and stop the enemy from fighting. Force is the only sure asset you have in combat...you cannot assume that the enemy will develop feelings of empathy they did not have when they first attacked. Since we have to assume other rational people will try to stop us from fighting them by any means possible, it makes no sense at all to start a war.

So it is always best to negotiate and see what's possible. It builds trust.
